As part of the implementation of the Institutional Strategic Plan and in line with the actions outlined in Axis 9—focused on the professionalization and specialization of personnel—the Attorney General of the Republic and Chief of the Public Ministry, Dr. María Consuelo Porras Argueta, inaugurated a diploma program on Human Rights.

This program is academically supported by the Faculty of Legal and Social Sciences at the University of San Carlos of Guatemala (USAC).

The inauguration ceremony included the participation of Mr. Angel Arnoldo Pineda Ávila, Secretary General of the Public Ministry; Mr. Henry Manuel Arriaga Contreras, Dean of the Faculty of Legal and Social Sciences at USAC; Mr. Sergio Raúl Ortiz Herrera, Director of the Training Unit; and Mr. Noé Nehemías Rivera Vásquez, Section Prosecutor of the Human Rights Prosecutor’s Office.

Coordinated by the Public Ministry’s Training Unit in partnership with USAC, this semi-presential diploma is aimed at Public Ministry staff working in prosecutorial, administrative, and technical roles, with special emphasis on the Human Rights Prosecutor’s Office.

The program seeks to strengthen knowledge about Human Rights, covering topics such as:

• History and contemporary importance of Human Rights
• National and international Human Rights laws
• Legal tools for Human Rights protection
• Understanding and application of international pacts
• Promoting respect for Human Rights within the Public Ministry
• Defending the rights of those served by the Public Ministry and its personnel

The training emphasizes respect, gender equity, and cultural diversity, aiming to improve public service and institutional performance.

With this initiative, the Public Ministry reaffirms its commitment to continuous staff development and to fostering an institutional culture grounded in respect and the guarantee of Human Rights.
