He is indicted for the crime of conspiracy to import 400 grams or more of a mixture and substance containing a detectable amount of fentanyl.

An investigation conducted by law enforcement authorities identified a transnational criminal organization based in Mexico City and Sinaloa, Mexico, responsible for importing large quantities of fentanyl precursor chemicals from China to other locations, where they would be used for the production of fentanyl that would then be smuggled into the United States.

The investigation identified the defendant as the coordinator of shipments based in Guatemala of cargoes of N-phenylpiperidin-4-amine-dihydrochloride (4-AP) from China to Mexico, where it would be processed into fentanyl for sale to buyers in the United States and elsewhere.
