The Public Ministry of Guatemala coordinated the second apprehension for extradition in 2024 with the National Civil Police. Victor Francisco Gallegos Mayorga, also known as «el toronto,» «el boudo,» or «el boludo,» is sought to stand trial in the United States District Court for the Eastern District of Texas for the following offenses:

1. Conspiracy to manufacture and distribute five kilograms or more of a mixture and substance containing a detectable amount of cocaine, with the intent, knowledge, and reasonable cause to believe that such substance would be unlawfully imported into the United States.
2. Manufacture and distribute five kilograms or more of a mixture and substance containing a detectable amount of cocaine, with the intent, knowledge, and reasonable cause to believe that such substance would be unlawfully imported into the United States.

An investigation by law enforcement authorities identified a drug trafficking organization operating across South, Central, and North America since at least 2008, responsible for trafficking large quantities of cocaine into the United States.

The authorities identified the subject as a member of the organization, serving from approximately 2018 until at least August 2022, responsible for overseeing, directing, and managing some of the cocaine trafficking activities of the organization in Guatemala and other locations.
