Public Ministry (PM) of Guatemala actively participated in the 2025 International Summit Against Human Trafficking, held from July 21 to 23. The event convened international law enforcement, judicial authorities, and victim protection agencies under the theme “A United Front Against Organized Crime.” The summit provided a critical platform to advance coordinated, multidisciplinary responses to the complex transnational crime of human trafficking—a persistent violation of human rights and threat to national security in the 21st century.

Operational Focus and Institutional Integration

During the summit, PM delegates engaged in comprehensive technical panels and operational workshops focused on enhancing investigative methodologies, prosecutorial effectiveness, and interagency collaboration. Key discussion areas included strengthening institutional capacity for:

• Rigorous criminal investigations and evidence-based prosecutions
• Comprehensive, victim-centered protection and rehabilitation protocols
• Oversight and management of specialized shelters and victim assistance programs
• Professional development via specialized judicial and law enforcement training

The Guatemalan delegation was led by Mr. Juan Amílcar Ozorio, Chief Prosecutor of the Office Against Illicit Migrant Trafficking, and Mrs. Nancy Lorena Paiz, Chief Prosecutor of the Office Against Human Trafficking. Both presented detailed reports at the IV International Congress Against Human Trafficking 2025, underscoring operational achievements attained under the strategic leadership of Mrs. María Consuelo Porras Argueta, Attorney General and Chief of the Public Ministry of Guatemala.

Mr. Ozorio reported statistically significant results, highlighting a 26% reduction in the influx of migrant trafficking victims from October 2024 to April 2025. This improvement is directly attributable to enhanced operational protocols and the imminent implementation of the Comprehensive Migrant Victim Care Model (MAIVIM), a multidisciplinary framework aimed at optimizing victim identification, protection, and reintegration.

Mrs. Paiz detailed the PM’s specialized prosecutorial architecture, emphasizing units dedicated to various trafficking modalities and a specialized criminal analysis unit focused on dissecting trafficking syndicates’ organizational structures. Victim assistance is provided by coordinated multidisciplinary teams—including psychologists and social workers—and supported by national child protection systems targeting exploitation and trafficking-related offenses.

Technological and Multilateral Cooperation Enhancements

The PM highlighted ongoing collaboration with international enforcement agencies such as NECMEC (National Center for Missing & Exploited Children), Interpol, and the Hague Conference on Private International Law (HCI). These partnerships have been instrumental in the identification, investigation, and dismantling of transnational trafficking networks. The integration of cyber intelligence platforms and digital tip-reporting tools (“cyber tips”) has significantly enhanced the PM’s investigative and prosecutorial capacity.

Guatemala’s judicial system features dedicated courts and tribunals with exclusive jurisdiction over trafficking offenses, enabling specialized adjudication and expediting case resolution. Mrs. Paiz highlighted recent operational successes including victim rescues, asset forfeitures, and financial investigations targeting illicit proceeds derived from trafficking activities.
