Public Ministry Strengthens the Incorporation of Gender and Intersectional Approaches in the Prosecutorial, Technical, and Administrative Areas
With the aim of showcasing the progress and results achieved in strengthening the incorporation of a gender and intersectional perspective within the Public Ministry, the Secretariat for Women presented the 2024 Annual Work Report to the Attorney General and Chief of the Public Ministry, Dr. María Consuelo Porras Argueta.
These advances reflect the institution’s commitment and responsibility—under the leadership of Mrs. María Consuelo Porras Argueta—to provide specialized justice to vulnerable groups, especially women victims of violence, with the crime of violence against women ranking as the second most reported offense nationwide.
Since its creation, the Secretariat for Women has continued fulfilling its mandate and functions through both internal actions and inter-institutional coordination, offering advisory support, accompaniment, monitoring, coordination, and specialized follow-up.

- Mainstreaming the gender perspective in regulations and in the prosecutorial, technical, and administrative areas
- Monitoring of specialized services
- Monitoring and follow-up on the implementation of the Gender Equality Policy Plan
- Monitoring and follow-up on the implementation of the Sexual Harassment Response Protocol
- Administrative follow-up on the Isabel-Claudina Alert
- Gender-focused communication initiatives for the dissemination of specialized services and informational campaigns

- International Women’s Day (March 8)
- MAIMI Annual Report
- Annual Report on the Isabel-Claudina Alert
- November 25 (International Day for the Elimination of Violence against Women)
- Activities within the framework of the 16 Days of Activism
During the presentation, Mrs. Lucrecia Vásquez, Secretary of Women, and Mrs. Nancy Milanova Durán, Undersecretary of Women, expressed their gratitude for the unconditional support of Attorney General María Consuelo Porras Argueta. They also recognized the work of the Secretariat’s multidisciplinary team, whose commitment and diligence have been essential in promoting actions that strengthen access to justice—always in coordination with every department of the Public Ministry and with full respect for fundamental rights.
In her remarks, the Attorney General voiced her satisfaction with the progress achieved, stating:
“This contributes to promoting citizens’ trust in the institution, guarantees the Rule of Law through transparency, integrity, and quality in the services provided by the Public Ministry to the Guatemalan people.”
She concluded by exhorting all involved to continue these efforts and to reap further institutional gains in the areas of gender and women’s rights.
