FECI Reports Progress in the “Red Quijivix” Case Involving Former Officials and Q85 Million in Suspected Transactions

On July 3, 2025, during a press conference with media outlets, Mr. Rafael Curruchiche, Section Prosecutor of the Special Prosecutor’s Office Against Impunity (FECI), presented updates and new investigative actions in the “Red Quijivix” case, which involves the National Electrification Institute (INDE) and the Secretariat for Planning and Programming of the Presidency (SEGEPLAN).

Mr. Curruchiche recalled that in January, search and seizure operations were carried out to obtain evidence supporting the investigation. After processing that information and as part of the follow-up, 14 new raids were conducted today to collect further evidence to strengthen the case. An arrest warrant for Melvin Ernesto Quijivix Vega was also executed.

The Public Ministry initiated an ex officio investigation following reports that mentioned, among others, former President Alejandro Eduardo Giammattei Falla and Melvin Ernesto Quijivix Vega, in connection with the alleged creation of a phantom job position.

As a follow-up to these events, Mr. Curruchiche highlighted the status of a criminal complaint filed by Carlos Antonio Mendoza Alvarado, in his capacity as Secretary of SEGEPLAN, on November 5, 2024. The complaint was assigned to the Twelfth Multi-Judge Criminal Court and once again named former President Giammattei and other individuals.

However, on November 6, 2024, the court issued a resolution stating that before proceeding, the complainant had to provide official documentation proving the authority under which he was acting, not a simple copy. The court also requested clarification on whether any of the accused persons enjoy legal immunity. To date—eight months later—this requirement has not been fulfilled by the SEGEPLAN Secretary, which could be interpreted as obstruction of justice or interference with the criminal process.

On February 20, 2025, the judge of the Twelfth Multi-Judge Criminal Court for Drug Trafficking, Environmental, and Cultural Heritage Crimes referred the complaint to the magistrates of the Supreme Court of Justice for appropriate action.

Mr. Curruchiche reiterated that the Public Ministry operates with objectivity and impartiality, rejecting any suggestion of protection for those involved. He emphasized that despite the filing of the criminal complaint, the legal requirement remains unmet, which exposes the double standards of those who claim to fight corruption but do not comply with the law themselves.

The prosecutor added that based on the complaints from SEGEPLAN and INDE, the two criminal actions, and the ex officio investigation, information was requested from the Special Verification Agency (IVE). The IVE confirmed the existence of a suspicious transaction report linked to Melvin Ernesto Quijivix Vega.

The prosecution team traced the flow of money and associated companies. While INDE initially reported Q8.6 million in suspicious transactions, the investigation determined that the total amount reached over Q85 million, suggesting possible involvement of various individuals and entities connected to Quijivix Vega.

Assets linked to the suspect were also identified, including a 2024 Toyota Tundra registered under a corporation related to Quijivix, with no demonstrated financial capacity to purchase it. Additional vehicles have yet to be located, including a pickup truck valued at approximately Q800,000 and two SUVs estimated at Q1.2 million.

Mr. Curruchiche concluded by stating that the investigation involves multiple individuals. With these developments, the Public Ministry reaffirms its commitment to uncovering the truth, dismantling criminal networks, and ensuring proper enforcement of the law, always acting with transparency, objectivity, and impartiality.
