Public Ministry Strengthens Institutional Integrity with Ethics Code Promotion
The PM held a formal ceremony to socialize and promote its Ethics Code, aimed at reinforcing transparency, integrity, and the core values guiding the conduct of all public officials within the institution.
The event was attended by Ms. Julia María Juárez Sagüil, Second Deputy Secretary General, representing the Attorney General of the Republic and Chief of the Public Ministry, Mrs. María Consuelo Porras Argueta; Mr. Miguel Estuardo Ávila Vásquez, Secretary Against Corruption; Mr. Sergio Raúl Ortiz Herrera, Director of the Training Unit (Unicap); and Ms. Blanca Lily Cojulún Marroquín, Section Prosecutor of the Internal Affairs Prosecutor’s Office.

The Ethics Code results from work led by the Secretariat Against Corruption, in coordination with Unicap, as part of the institutional commitment to strengthen conduct standards, public accountability, and citizen trust in the PM’s work.
Additionally, a presentation titled “The Normative Conduct Provisions of the Public Ministry” was delivered by Ms. Blanca Lily Cojulún Marroquín to promote the application of ethical principles in the duties performed by institutional personnel.


The PM’s Ethics Code, issued through Agreement Number 04-2025, establishes a mandatory regulatory framework reaffirming values such as legality, independence of judgment, transparency, service, trust, objectivity, professional competence, loyalty, honesty, integrity, responsibility, human dignity, and equity.
