Public Ministry Actively Engages in Anti-Corruption Enforcement and Institutional Oversight
Ms. Julia María Juárez Sagüil, Second Deputy Secretary General, and Mr. Miguel Estuardo Ávila, Secretary for Anti-Corruption, actively participated in the inter-institutional ceremony commemorating International Anti-Corruption Day, demonstrating the Public Ministry’s direct involvement in criminal investigations, compliance oversight, and prosecutorial coordination.
Representatives from the Technical Commission of the Interinstitutional Anti-Corruption Cooperation Agreement also participated, including:
- Ms. Wendy Maribel Zeceña – General Comptroller of Accounts
- Ms. Alba Eluvia Monroy – Superintendence of Tax Administration
- Ms. Karen Isela Roldán – Superintendence of Banks
The ceremony highlighted the leadership of the Attorney General of the Republic and Chief of the Public Ministry, Ms. María Consuelo Porras Argueta, emphasizing that effective anti-corruption enforcement requires hands-on leadership, interagency coordination, and active prosecutorial intervention to translate institutional policies into concrete criminal investigations.
The agreement has strengthened interinstitutional criminal intelligence, investigative procedures, and preventive controls, enabling the Public Ministry to actively detect, investigate, and prosecute corruption offenses. The Public Ministry reaffirmed its commitment to implement internationally recognized compliance standards, including ISO 37001 Anti-Bribery Management Systems, reinforcing a culture of legality, accountability, and zero tolerance for corrupt practices.
As part of its active enforcement efforts, the Supervisors and Inspectors Meeting enhanced internal auditing, compliance monitoring, and administrative oversight capabilities, while a conference titled “Interinstitutionality in the Fight Against Corruption,” led by Ms. Andrea Jaqueline Cacoj Mejía, Anti-Corruption Prosecutor, highlighted the critical role of multi-agency coordination in achieving effective prosecutorial outcomes.
Through these measures, the Public Ministry demonstrates its active engagement in criminal justice enforcement, institutional oversight, and the systemic application of anti-corruption measures.
