Public Ministry Consolidates Its Commitment to Equality: 92% Progress in the Implementation of the Policy for Equality between Women and Men

Within the framework of the commemoration of the International Day for the Elimination of Violence against Women, the Public Ministry, through the Secretariat for Women and the Secretariat for Planning, Analysis, and Institutional Development (SPADI), presented the Second Annual Report of the Implementation Plan of the Policy for Equality between Women and Men, which integrates the progress achieved during the year 2025.

The Policy for Equality between Women and Men constitutes an institutional instrument aimed at guaranteeing substantive equality, non-discrimination, and respect for human rights, through the transversal incorporation of a gender and intersectionality approach in the prosecutorial, technical, and administrative management of the Public Ministry.

This policy arises as a response to the national and international commitments of the State of Guatemala regarding human rights, as well as the need to strengthen a more equitable, inclusive, and sensitive public institution toward structural inequalities that particularly affect women and other vulnerable groups.

The implementation of this policy represents a strategic advance for the Public Ministry, as it allows the alignment of internal processes and the provision of justice services with international governance standards, strengthening the quality of service to the population, institutional effectiveness, and legitimacy of the justice system. Likewise, it contributes to consolidating an organizational culture based on equality, respect, and non-discrimination.

The Second Annual Report presents the results of strategic actions carried out by the various departments that make up the Policy Monitoring Mechanism for Equality, which, together, achieved 92% execution during the year 2025. These advances reflect the institutional commitment to guarantee equal conditions and promote the mainstreaming of the gender approach in all areas of the Public Ministry’s work.

The Policy is structured around nine strategic axes, which allow systematic planning, monitoring, and follow-up of institutional obligations regarding gender equality:

  1. Regulatory Framework
  2. Prosecutorial Management
  3. Comprehensive Care and Specialized Services
  4. Human Capital Management
  5. Coordination
  6. Information Systems
  7. Administrative Management
  8. Training
  9. Communication

This process has had the support of the Attorney General of the Republic and Chief of the Public Ministry, Ms. María Consuelo Porras Argueta, who has promoted the institutionalization of the policy as a transversal axis of institutional management, strengthening internal mechanisms and promoting a progressive and sustainable implementation.

The event included the participation of Mr. Melvin Giovanni Portillo, Secretary of Criminal Policy, representing the Attorney General; Ms. Nancy Milanova Durán Alvarado, Deputy Secretary for Women; Mr. Marco Aurelio Ramírez Arévalo, Officer in Charge of SPADI; and Ms. Lilian Karina Xinico, Officer in Charge of the Indigenous Peoples’ Prosecutor’s Office, as well as the primary and alternate members of the Policy Monitoring Mechanism for Equality.

During this space, the effort and commitment of each department that actively contributed to the implementation of the institutional policy were recognized, highlighting coordinated work and shared responsibility as key factors for the results achieved.

Thanks to joint work, institutional will, and the leadership of the Attorney General, the Public Ministry has achieved significant progress in the progressive incorporation of actions that guarantee the principles of equality and non-discrimination, both in the provision of external services to citizens and in internal processes directed at personnel, reaffirming its commitment to a more equitable, inclusive, and human rights-respecting justice system.
