In a formal ceremony, the Public Ministry unveiled its Criminal Prosecution Policy. The event brought together regional prosecutors and heads of various prosecutorial units, who reaffirmed their commitment to implementing this renewed institutional framework.
In his address, Mr. Melvin Giovanni Portillo, Secretary of Criminal Policy, underscored the significance of this strategic instrument, designed to strengthen victim-focused approaches, enhance investigative capacity, and reduce impunity across the country.
This initiative was developed under the leadership of Attorney General and Chief of the Public Ministry, Mrs. María Consuelo Porras Argueta, as part of the Institutional Strategic Plan. The Secretariat of Criminal Policy was tasked with leading its design and implementation.
The policy is organized around three key pillars: guiding principles and crime prioritization criteria; institutional strengthening, including operational, organizational, and technological capacities; and binding strategic guidelines governing criminal investigation and prosecution for all prosecutorial personnel.
Its development involved a comprehensive review of prior legal frameworks, an assessment of prioritized offenses, and the analysis of qualitative and quantitative data on major criminal trends.
In addition, collaborative working groups with prosecutorial staff contributed to the development of technical guidelines aimed at ensuring a more effective, consistent, and responsive prosecution strategy aligned with current justice system needs.
Through this effort, the Public Ministry reaffirms its commitment to modernizing its operations and strengthening its response to crime, promoting efficiency, transparency, and results-based management to enhance access to justice and public trust.
