Authorities from the Public Ministry, IDB Representatives, and Awarded Construction Company Hold Meeting to Officially Deliver the Construction Start Order for Tower III
With the official delivery of the construction start order, the Public Ministry of Guatemala has launched the construction process for its new Tower III, scheduled to begin on June 27, 2025.
This project, supported technically and financially by the Inter-American Development Bank (IDB), marks a decisive step in strengthening the logistical and operational capacities of the Public Ministry, in alignment with the objectives of the Institutional Strategic Plan 2022–2026.
During the official meeting, key authorities reaffirmed their commitment to legality, transparency, and strict adherence to contractual deadlines and conditions. They agreed that this project is not just the construction of a new building, but a strategic investment in the future of the Public Ministry and the justice system in Guatemala.
The Attorney General and Chief of the Public Ministry, Mrs. María Consuelo Porras Argueta, expressed special gratitude to the IDB for its ongoing support and highlighted the role of the Ministry’s Secretariat of International Affairs and Cooperation in coordinating and monitoring the project.
“I wanted to be personally present at this event to assure the awarded construction company—whom we congratulate and welcome—that they have our institutional support but also our demand for excellence. This space is yours. Begin work immediately, with responsibility, commitment, and dedication,” said the Attorney General.
She emphasized two non-negotiable principles governing the project’s execution:
“Absolute respect for the agreed price and strict compliance with the established deadline.”
Representatives from the IDB underscored that institutional infrastructure investment, when undertaken with strategic vision and transparency, generates sustainable benefits for citizens. They also highlighted the effective coordination between the IDB team and the Public Ministry’s technical staff.
Representatives of the awarded construction company, APCA REZGUA, thanked the Public Ministry for its trust and reaffirmed their commitment to quality, transparency, and strict adherence to the project schedule. They assured that every phase of the work will be closely supervised and executed in full compliance with the contractual terms, aiming to deliver a building that meets the country’s institutional needs.
The meeting was also attended by Erick Eduardo Schaeffer Cabrera, First Deputy Secretary General; Jonás Hernández Pérez, Administrative Chief; Mynor Fernando Tejeda, Deputy Secretary of International Affairs and Cooperation; and Fausto Vinicio Córdova, Head of the External Execution Projects Department. From the IDB, César Augusto Rivera, Sector Specialist in State Modernization, and Luis Larrazábal, Operations Analyst, participated alongside representatives from APCA REZGUA.
Tower III will significantly expand the Public Ministry’s operational capacity by housing prioritized units. The design incorporates sustainability principles, energy efficiency, and environmental responsibility: it is expected to save 24% in energy, 57% in water, and 26% in construction materials thanks to an innovative design that maximizes natural light and complies with the highest structural safety standards.
Additionally, this will be the first building in Guatemala constructed using Building Information Modeling (BIM) methodology, marking a milestone in the country’s justice sector. The building will feature eight floors, over 1,000 workstations, and three basement levels for parking and specialized prosecutor offices.
With the construction of Tower III, the administration of Attorney General Mrs. María Consuelo Porras Argueta leaves a tangible legacy for the institutional strengthening of the Public Ministry, providing modern, efficient infrastructure aligned with the demands of accessible and effective justice for all citizens.
